Introduction to the Duty-free Shop

Haikou Meilan International Airport Duty-free Shop was put into operation on 21st of December, 2011. It is located in the quarantine zone of Terminal 1 and 2 of Haikou Meilan International Airport, covering an area of 39859 square meters. As the first airport offshore duty-free shop in China, Haikou Meilan International Airport Duty-free Shop operates a total of 47 categories of duty-free goods under state approval, mainly cosmetics, perfume, mobile phones, watches, bags, drinks, candies and others, bringing toher more than 500 international well-known brands, including PRADA, Bottega Veneta, VERSACE, Hermes, Chanel, Gucci, Estee Lauder, Ferragamo and Burberry.

1. Offshore Duty-free Policy

The offshore duty-free policy refers to the tax preferential policy that allows travelers who depart the island by airplane, train, or ship (excluding those leaving the country) to purchase goods exempt from import taxes within limits on value, quantity, and product categories. The purchase shall be made at duty-free stores implementing the offshore duty-free policy (hereinafter referred to as offshore duty-free shops) or approved online sales platforms, and the goods shall be collected at designated areas in airports, railway stations, or port terminals before departure. The tax categories exempted under the offshore duty-free policy are: customs duty, import-stage value-added tax, and consumption tax.


2. Eligible Buyers

Passengers aged 18 or above, holding valid identification documents (the online mall supports Resident Identity Card of the People's Republic of China, Mainland Travel Permits for Hong Kong and Macao Residents, Mainland Travel Permits for Taiwan Residents, foreign passengers' passports, and Foreign Permanent Resident ID Cards), and departing from Hainan Island by air, train, or ship (including domestic island-departing and outbound travel), including residents of Hainan Province.

 

3. Shopping Frequency

There is no limit on the number of shopping times for island-departing and outbound travelers.

 

4. Purchase Quota

Island-departing and outbound travelers are entitled to an annual offshore duty-free shopping quota of RMB 100,000 per person with no limit on shopping frequency. In addition, for goods priced above RMB 100,000 per unit, there is no limit on purchase quantity per year per transaction. Import taxes on inbound articles shall be levied after deducting the unused duty-free quota, with the maximum deductible duty-free quota being RMB 100,000.

(Note: For the same traveler, the total amount of duty-free shopping made by airplane, train, or ship within the same year shall be calculated cumulatively.)

 

5.Quantity Limits

Single-transaction quantity limits: 30 pieces of cosmetics (the actual number of items contained in a set shall be counted), 4 mobile phones, 1,500 ml of alcohol, and no limit on the quantity of other categories. The portion exceeding the duty-free quantity limits shall be subject to import tax on inbound articles.

Examples:

If all goods purchased first are duty-free goods with a unit price under RMB 100,000, and the RMB 100,000 quota has not been fully used, travelers may choose to purchase goods priced above RMB 100,000 per unit with no limit on quantity. The portion exceeding the duty-free quota and quantity limit shall be subject to import taxation.

Example:

Perfume + bag = RMB 5,000. If then purchasing a single item with a unit price above RMB 100,000, such as: watch = RMB 110,000

Remaining duty-free quota before purchasing the watch: 100,000 – 5,000 = 95,000

Import tax: (110,000 – 95,000) × 50% = RMB 7,500

Remaining duty-free quota: 100,000 – 5,000 – 95,000 = 0

 

6.Methods of Goods Collection

(1) Island Departure Self-Collection: Island-departing and outbound travelers shall collect goods at designated pick-up points in airports, railway stations, or ports with valid personal identity documents and proof of departure itinerary (air ticket/ train ticket/ ship ticket), and carry them when leaving the island (the pick-up person, payer, and purchaser must be the same).

(2) Delivery to Home: When submitting the order, island-departing travelers may choose delivery and enter their personal delivery address to have the goods delivered to an address outside Hainan Province (Note: The recipient, payer, and purchaser must all be the same, and must be the shopping traveler; the delivery address must be within Chinese Mainland but outside Hainan Province).

(3) Return-to-Island Self-Collection: When submitting the order, travelers may choose the return-to-island self-collection method and reserve the pick-up time and location to collect the goods after returning to the island (Note: The pick-up person, payer, and purchaser must be the same; qualifications for identity verification of the purchaser: Chinese citizens holding Hainan Province ID cards, Hainan Province residence permits, or social security cards).


7.Others

(1) Offshore duty-free goods already purchased are final consumer goods for personal use and shall not enter the domestic market for resale.

(2) Individuals who violate the "Announcement on Offshore Duty-Free Shopping Policy for Travelers Departing Hainan Island," engaging in resale, purchasing on behalf of others, or smuggling duty-free goods, shall be included in the credit record in accordance with laws and regulations, and shall be prohibited from purchasing offshore duty-free goods for three years; for acts constituting smuggling or violating customs supervision regulations, the customs shall handle the cases in accordance with relevant provisions, and those constituting a crime shall be held criminally liable according to law.
