I. Offshore Duty-free Policy

The offshore duty-free policy refers to the preferential tax policies for passengers who depart the island (but not the country) by plane, train or ship. They can enjoy zero import duty shopping limited values, quantities and categories. They must make the payment at offshore duty-free shops or approved online sales platforms, and pick their goods up at the designated area of the airport, train station or wharf. The types of taxes exempted under the offshore duty-free policy include customs duty, import value-added tax and consumption tax.

II. Application Groups

The offshore duty-free policy applies to domestic passengers who are over 16 years old, with valid identification materials (ID card for domestic passengers) and have already purchased tickets for a plane, train or ship to leave Hainan island but not the country.

III. Times of Purchase

There is no limit on times of purchase for offshore passengers.

IV. Amount of Duty-free Shopping

For offshore passengers, the duty-free shopping quota is CNY 100,000 per person per year, with no limit on times of purchase. In addition, there is no limit on the quantity of purchases per year per times for goods with a unit price of CNY 100,000 or above, and the import duty on imported goods will be paid after deducting the unused duty-free amount, up to a maximum deduction of CNY 100,000.

(Note: The amounts of duty-free shopping by plane, train and ship respectively in the same year for the same passenger are calculated together.)

V. Quantity of Duty-free Shopping

Quantity of duty-free shopping per time: 30 pieces of cosmetics (the suite products shall be calculated according to the actual amount of goods contained in the package), 4 mobile phones, 1,500ml alcohol, and unlimited amount of other categories. The part exceeding the duty-free limit shall be subject to import duty on imported goods according to regulations.

Example:

The goods purchased first are all duty-free with a unit price within CNY 100,000, and the limit of CNY 100,000 is not used up. You may choose to purchase an unlimited amount of single items with a unit price of CNY 100,000 or above, and the import duty on imported goods will be levied on the part that exceeds the duty-free limit.

Example:

When the value of perfume and bag is CNY 5,000, and if you purchase a single item with a unit price of above CNY 100,000, such as a watch valued CNY 110,000,

the remaining duty-free amount before buying the watch is CNY 100,000 - CNY 5,000 = CNY 95,000

The import duty is (110,000 - 95,000) * 50% = CNY 7,500

The remaining duty-free amount is CNY 100,000 - CNY 5,000 - CNY 95,000 = CNY 0

VI. Delivery Method

(1) Offshore Delivery: Passengers shall collect the goods in the designated delivery points of airports, train stations and wharfs with their own ID cards and offshore certificates (air tickets/train tickets/ship tickets), and take all the goods with them when they leave the island.

(2) Sending: Passengers can have their goods sent to an address outside of Hainan Province by selecting the sending method and entering their personal delivery addresses when submitting their orders at the official mall (note: the recipient, payer and purchaser are the same and shall be the passengers himself or herself; and the delivery addresses shall be outside of Hainan Province).

VII. Miscellaneous

(1) Offshore duty-free goods already purchased are final goods for the consumer's personal use and may not be re-sold in the domestic market.

(2) Individuals who resell, smuggle duty-free goods or engage in procurement services in violation of the provisions of the Announcement on the Duty-free Shopping Policy for Travelers Leaving Hainan Island shall be included in their credit records in accordance with the laws and regulations, and shall not purchase offshore duty-free goods within three years. In case that any act constitutes smuggling or violation of customs control regulations, the customs shall deal with it in accordance with relevant regulations; and in case that it constitutes a crime, criminal responsibility shall be investigated in accordance with the law.
